Set the internal switch to "Ni-Cd" or "Alk", depending on which batteries you use. Insert nine AA nickel cadmium or alkaline batteries oriented according to the "+" or "-" indicators printed inside the compartment. Replace the battery chamber door. Alternatively, power the radio by connecting the supplied AC adaptor to the "Pwr/Chg" port located on the right edge of the device and plugging the other end into an AC outlet. If you're using the adaptor to charge rechargeable nickel cadmium batteries, you must turn the radio off while charging.

2. Set the "Squelch" by adjust the "Squelch" knob on top of the device. Make sure the device is on and you are locked into a channel that isn't in use. Turn the "Squelch" knob counterclockwise until you hear sound. Turn it clockwise slowly until the noise ceases. The "Squelch" positions are as such: If the position is "0," the squelch is off. If the position is "1," weak signals are accepted, and the threshold is low. If the position is "2," medium signals are accepted, and the threshold is medium. If the position is "3," only strong signals are heard, and the threshold is at its maximum capacity.

3. Select a channel by pressing the "Up" or "Down" buttons on the right side of the front of the device. Monitor channel 16 by first selecting another channel (like 19). Press the "16" button (located to the left of the "Up" and "Down" buttons), and the channel will change from "19" to "16." Return to the previous channel by pushing "16" again. To monitor both channel "16" and the channel you're on, press the "Dual" button (the middle button at the left-front). The word "Dual" will appear on the display and both channels will be monitored.

4. Transmit a message by pressing and holding the "Push to Talk (PTT)" button on the left side of the radio and speaking into the microphone (just below the speaker) while locked into a channel. Release the "PTT" button when you are done talking and to receive a transmission.
