Radio systems on the 900 MHz band remain more private. It's common for police scanners and some specialized radio receivers to cover at least part of the 400 MHz band, allowing more people to listen in. Some models do receive 900 MHz, like the Radio Shack PRO-74.
Low vs. High
High-numbered frequencies typically receive less interference and provide better sound. However, lower frequencies usually yield a greater transmission range.
