Instructions
1. Select a hat for your centerpiece base. This hat will hold the decorative items that pull it together into one piece. The type of hat you choose depends on the theme of the meal at which it is presented. For example, a ladies luncheon can be embellished with a centerpiece using a flamboyant woman's hat. For a child's birthday party, use a large back top hat.
2. Turn the hat upside-down, so that the opened part is facing up. Lay a 12-by-12 inch sheet of colored tissue paper evenly over the hat's opening. Press the center of the tissue paper inward, allowing it to line the inside of the hat. This in turn exposes just the corners of the tissue paper on the outside of the hat. Fold the edges over the sides of the hat for further embellishment.
3. Layer the second sheet of tissue paper over the hat, angling it in a direction differing from the first sheet. Push it into the hat and fold the corners around the outside of the hat as you did in Step 2. Repeat this step with the other two sheets of tissue paper. Use colors that correspond with the event.
4. Snip a 24-inch length of thin-gauge silk ribbon from the roll. Use the scallop scissors to slide down the length of the ribbon to split it and make it curly. Blow up two colorful balloons to measure 6 inches in diameter.
5. Drop the balloons into the hat, allowing them to fall naturally into place. Spiral the curly ribbon around the base, sides and top of the centerpiece, allowing the curly ends to rest atop the arranged balloons.
